The tempo of discussion of reform proposals in
Chile seems to be picking up.
Here is a recent article (in Spanish) from
Entorno Inteligente. It makes the point, among others, that there is no need for specialized military judges since civilian judges today get training and deal with "the most varied and complex criminal cases, for example, environmental crimes or violations the Securities Act" and observes that it is difficult to conceive of independent judges when they are part of the military.
