Bail sought in Uganda court-martial

According to this sketchy account from NTV:
A senior police officer who is on remand after being charged for kidnap has gone to the High court’s criminal division to apply for bail after the General Court Martial declined his application.

Joel Aguma who is the former head of the Uganda police's professional standards unit wants the high court to grant him bail.

He claims he is being mistreated by the General Court-martial.
Human rights jurisprudence strongly disfavors the trial of civilians by military courts.
