Why is this former legislator headed for a military trial?

Uganda again. This time the accused is a former Member of Parliament, extradited from Botswana. The Kampala Observer has the story. "[Tony] Kipoi [Nsubuga] was arrested in Botswana in January this year for allegedly posing as a witch doctor and conning millions out unsuspecting Botswanans." He was wanted in Uganda for treason.

The African Charter on Human and Peoples' Rights forbids the trial of civilians by military courts.
